The Operational Policy and Guidelines to Fulfill the Mandate of the Office of the Vice President provides a policy and institutional framework for strengthening the effectiveness, efficiency and coordination of the Office of the Vice President and the sectors under its portfolio. The policy is intended to support the Office in effectively carrying out its constitutional and delegated responsibilities, including coordination of government activities, engagement with the National Assembly, policy guidance, and support for national development planning and implementation.
The policy is aligned with the Recovery-Focused National Development Plan (RF-NDP 2023–2027) and seeks to strengthen good governance, institutional collaboration, policy coherence, evidence-based planning, monitoring and evaluation, and accountability. It establishes priorities and operational guidelines to improve coordination between the Executive, Cabinet, the National Assembly and relevant government institutions.
Policy Objectives:
The policy seeks to enhance the effectiveness and efficiency of the Office of the Vice President by improving the handling of Cabinet and National Assembly matters, initiating and coordinating sector policies, strengthening institutional capacity, supporting advocacy and resource mobilisation, and improving communication and consultative decision-making.

Implementation Areas:
The policy provides an implementation framework covering the legal and institutional framework, governance, implementation planning, monitoring and evaluation, financing, and communication. It also provides for strategic planning, annual work planning, periodic monitoring, progress reporting and policy review.
Scope:
The policy covers the Office of the Vice President and all sectors within the portfolio of the Vice President.
Policy Framework:
The policy establishes a vision of an Office of the Vice President that leads and supports the rest of government in the effective delivery of services to citizens of The Gambia. Its mission is to enhance the effectiveness and efficiency of the Office in carrying out its functions, duties and responsibilities.
Monitoring and Evaluation:
The policy provides for a participatory monitoring and evaluation system, including a Monitoring and Evaluation Framework, reporting procedures and tools. Sectors are expected to report periodically on the implementation of programmes, projects and activities, while a mid-term review/evaluation is envisaged to inform future policy revision.
